Objectives of CITMO 2003 are twofold:

(1) Develop a recommendation for a core information infrastructure that could be proposed to the United Nations and to the nations participating in CITMO. The core infrastructure would be a set of hardware and software that could be deployed quickly to support coalitions of military and non-military users. The recommendation would include specific alternatives to be considered as well as specific standards and practices that should be mandated to assure technical interoperability and to also support information sharing based on broadly accepted commercial practices.

(2)

Identify gaps in projected commercial capabilities that might be filled if government and military research and development could be coordinated with the commercial sector. Some capabilities that are important to the government and military might be considered nonessential but “nice to have” by the commercial sector, and while they might not make their own investment in the initial R&D, they might use the results of government/military R&D to provide those capabilities in future releases of their equipment. Coordination of R&D investment strategies could benefit both sectors.
