CITMO 2004
SCENARIO
(Edited version for open distribution)
HOW MODERN Information technology
can ensure
the success of the current special operations
Lieutenant colonel Iavor Mateev, BU SOF Command
The recent developments of the geo-strategic environment present new challenges to the art of military planning – the constantly changing requirements for the military force have recently introduced the term “Dynamic Decision Making” and force not only the commanders but the IT industry as well, to reflect and address in the new way the use of technology.
No one – even a wizard – can successfully perform in these conditions without the use of appropriate technology.
New operational needs give rise to the increased complexity of systems – that is why only a clear synchronization and reliable information sharing can insure the success of any operation.
We should not forget the high requirements for the systems’ security – only secure communication can be reliable.
For the purpose of CITMO conference , in order to illustrate the role, the mission and the operational tasking of the BU SOF, BU SOF Command has developed a set of 3 basic scenarios that can provide a ground for discussion on whether, how, where and how much information can be/should be/must be exchanged. The proposal addresses the 3 levels of decision making – strategic, operational and tactical; as well as take into account other determinants /if they are involved/ – national agencies, multinational forces, local authorities etc.
“Scenario ONE ” presents BU SOF as an element of NATO Combined Joint Task Force in Blackland.
In “Scenario TWO” BU SOF are assigned as an element of National Joint Operational Forces. The same scenario shows how BU SOF coordinates their activities with local authorities, National Gendarmerie Service, National Border Police Service and Ministry of Interior Counterterrorist Specialized Unit.
“Scenario THREE” presents BU SOF as an element of National Disaster Relief Response Force and their support to the activities of National Civil Protection Agency and local authorities.
For the 3 scenarios, during the CITMO conference, you will be given with a concrete information grid scheme that will display the elements and the C2 link between them.
We hope the presentation could generate interesting discussions, ideas and practical proposals aimed to enhance the performance level of the use of technology in the current military operations. Only technology is able to provide commanders with tools to make timely and effective decisions in the current complex and dynamic military operations’ environment.
